Mark Mills draws race boats that win under every handicap system at once, which is the naval-architecture equivalent of being funny in several languages. His Irish studio's masterpiece of the last decade is the Cape 31 — commissioned in 2017 by Lord Irvine Laidlaw with a deceptively modest brief: a "highly technical" one-design to re-ignite keelboat racing in Cape Town and pull young sailors into the sport. What came off the board grew into something rare — roughly eighty hulls by 2025, fleets on three continents, twice overall winner at Les Voiles de Saint-Tropez, and a 1-2-3 at the UK IRC Nationals: a one-design that also happens to demolish handicap fleets.

The boat itself is a 31-foot planing keelboat built by Cape Performance Sailing in Cape Town — vacuum-bagged E-glass on foam, carbon two-piece mast, square-top main, bowsprit — a pure racer with no berths worth the name and no apologies. Scout is watching two of them: "Short Echo", 2021, at $165,100 and "Narwhal", 2022, at $177,800 — both at a racing-specialist brokerage, both roughly half the cost of a new one campaign-ready. The honest notes: this is a boat that needs a crew, a trailer and a regatta calendar — as a daysailer it is a thoroughbred pulling a plough.
